Rawalpindi Tightens Rules on Road Cutting, NOC Made Mandatory for Utilities
The Rawalpindi administration has introduced a strict new policy requiring all utility service providers to obtain a no-objection certificate (NOC) before carrying out any road cutting within the city limits.
The directive was issued by Divisional Commissioner Amir Khattak during a meeting on ongoing and proposed development projects. He made it clear that no authority or private entity will be allowed to excavate roads without prior approval from the commissioner’s office.
Under the new rules, departments and contractors must also deposit funds in advance to ensure immediate repair and restoration of roads once work is completed. The commissioner warned that FIRs will be registered against those involved in unauthorized road cutting.
The policy will apply to all organizations, including Sui Northern Gas Pipelines Limited, WASA, PTCL, and private utility companies.

While reviewing WASA projects, Khattak directed officials to properly mark schemes on maps and share details with relevant departments to avoid duplication of work.
He stressed interdepartmental coordination, timely completion of projects, and quick road restoration to reduce inconvenience for the public.
